At 0:09 Atty Murray specifically states that it "hasn't met the stage of net surplus" but is an "operating expense."  The Warrant Article specifically states transfer "from surplus." At 1:23 Atty Murray states that "anything contrary to MA General Laws would not be valid." It was not permitted to have the Article read again before the vote.
